1-5: Commoners
These are the average levels of most everyday citizens. People who do not try to hone there power or magic yet still have some basic skill.
5-9: Genius, Naturals, or Soldiers
These are the levels at which people know that someone is either a genius or natural or level the common soldiers get trained at. This is the base level you will find most MIRA research agents at.
10-30: The Mages
The lower end of the tier is when people start getting considered mages there magic and physical skills borderlining what many consider supernatural becoming supernatural along the upper tiers.
31-45: Master magus
These are often the cream of the crop what makes MIRA captains and more. Many among these tiers are considered the masters of there craft. Powers often pushing what many can even at first conceive while many in this tier begin to understand they are not close to what the top can be.
45-59: Mystics
Wise and with a great grasp on there crafts there powers well beyond what the basic commoner could even muster. This is were MIRA Leiutenants stand as well as a good amount of the captains in the Arbitters, many in this tier who do battle often leave behind a lot of damage to the surroundings they fought in.
60-99: Phantasms
Mages who have gone beyond what most can even begin to dream. Mages at this level have changed history, been renowned as heroes and more. This is the tier legends are made in and many in this tier could destroy or even erase the existence of those in lower tiers. When a Phantasm goes to battle one should expect craters and many destroyed buildings. High collateral damage is assured from a battle from any in this tier and should be approached with caution. All MIRA Branch Commanders and the Shini exist in this tier.
